According to the Implementation Plan for Urban and Rural Environmental Improvement in Changzhou, this year Changzhou will add, renovate, and upgrade approximately 5,333 hectares of high-standard farmland, improve 15,000 modern and comfortable rural homes, upgrade waste classification facilities in 40 administrative villages, and build, renovate, or expand 81 public toilets in the countryside. The city will also implement interconnected water systems across entire villages, aiming for 65 percent coverage of ecological waterways by year-end, and eliminate black and odorous water bodies. Additionally, the city will build five key towns and over 50 villages that are livable, business-friendly, and harmonious, endeavoring to advance the Beautiful Countryside Initiative.
In Xinhe village, Zhixi town, Jintan district, the wheat fields are neatly arranged and lush green, the rivers are lucid, and the village looks tidy and clean. At the newly built Hongma Tea House, every now and then, villagers drop by for tea and relaxation, while the new basketball court nearby buzzes with young people. According to reports, Xinhe has utilized WeChat groups, bulletin boards, and village broadcasts to promote environmental governance, with grid-based community workers visiting each household for feedback. So far, the village has renovated and repaired over 7,000 meters of roads, installed and fixed more than 200 streetlights, added over 6,000 square meters of greenery, and removed 42 unauthorized poultry farming facilities along riverbanks.
“Xinhe is the historic site of the First Su-Wan (Jiangsu-Anhui) Congress of the Communist Party of China (CPC). Building on this red legacy, we’ve deeply integrated the red culture with rural development,” said Jiang Lei, secretary of the Xinhe Village General Party Branch of the CPC. “We are currently drafting a plan to simultaneously build Xinhe into a red beautiful village, a provincial livable and business-friendly village, a characteristic pastoral village, and a green and beautiful village, continuously upgrading the living environment.”
Water plays a pivotal role in rural beauty. In Sanhe village, Nanxiashu subdistrict, Wujin district, an intelligent irrigation and drainage system and pumping station were built in the northern section of its high-standard farmland to recycle agricultural runoff. The southern section features an ecological purification project with a three-tier water treatment system, alongside riverbank restoration and aquatic ecosystem rehabilitation, enhancing water retention and purification while managing farmland tailwater. “Through further treatment of farmland tailwater, the village’s discharged water now meets at least Grade IV standards, significantly improving water quality,” explained Yue Jianbo, director of the CPC Sanhe Village Committee.
By combining small-scale water body management with the Beautiful Countryside campaign, Sanhe is committed to promoting environmentally friendly ways of living and working in the countryside. “During the renovation, we prioritized natural, ecological, sturdy, and durable solutions,” he added. The rivers are now planted with aquatic plants like Thalia dealbata and Iris pseudacorus, and stocked with fish such as crucian carp and silver carp, enriching the aquatic ecosystem and transforming water quality. On the banks, there are shrubs like crape myrtle and Photinia fraseri, interwoven with lawns and Loropetalum chinense, achieving full green coverage. Footbridges, waterfront platforms, walking paths, and water conservation signage complete the scene, enhancing both the appearance and ambience of the village.
To further improve rural environments, Changzhou will also upgrade housing conditions, improve public spaces, clear derelict walls and houses, and address unauthorized constructions, messy storage in public spaces, and unregulated farming. Additionally, the city will link infrastructure across rural clusters, creating floral and scenic corridors within designated zones.
